What is an Incident Command System (ICS)?

ICS is an on-scene incident management system designed to allow responders to be organized and communicate whether it be a single incident or multiple incidents, to help your organization improve its risk management procedures and policies.

ICS addresses the following problems:

• Too many people reporting to one supervisor
• Different emergency response organizational structures
• Lack of reliable incident information
• Lack of best business practices
• Inadequate and incomplete information
• Lack of structure for coordinated planning among departments/agencies
• Unclear lines of authority
• Terminology differences among departments/agencies
• Unclear objectives among departments/agencies  

ICS enables integrated communications and planning by establishing a manageable span of control.  ICS divides emergency response into five manageable functions essential for emergency response operations:

3. Planning
4. Logistics
5. Finance and Administration
